Libby Milligan brings seven years of government-sector experience to McCarthy Strategic Solutions, LLC. She has worked in the legislative branch at the federal level and the executive branch at the state level.

Libby served as Special Assistant to Governor Ernie Fletcher working on administrative and legislative issues. As a member of the Governor’s Senior Policy Committee, Libby participated in developing policy initiatives, policy analysis and coordination of legislation. Some of her project highlights include: the Governor’s Fort Knox BRAC Task Force, the Governor’s Office of Faith-Based and Community Initiatives, the National Governor’s Association’s Policy Academy for State Strategies for Promoting Innovation Clusters and Regional Economies and the Kentucky Commission on Women.

Prior to serving in the Governor’s office, she provided district office services to Kentucky’s Sixth Congressional district as Congressman Ernie Fletcher’s Executive Assistant. Libby is also involved in various community projects through the Junior League of Louisville.

She is a graduate of the University of Kentucky with a B.A. in Political Science. Libby and her husband reside in Louisville, Kentucky.
